What Are Your Options

This method has an alternative to it and that is if you have enough of a head start you can park, perhaps backing  in the garage space and duck down in your vehicle. The surveillance team might miss you completely and probably will think you exited your vehicle. A small mirror such as a compact can be used to observe around you without getting up completely. You can see what the tail is doing and if they park you can either wait them out or get up and leave, slowly eyeballing them as you go. The result is the same, they blew it for the day.
A little more complicated maneuver and dangerous as well would be to pull up to a red light with your tail a car or two behind. If you are the first vehicle in line you can jump across the intersection before the traffic begins to cross from the other direction. I must warn you that this is extremely risky and should be a last resort only. I don't want anyone saying I told you to do this casually. This maneuver is reserved for the time when you are threatened and your safety is at stake.
Let's hit a couple more safety tips when you are in your vehicle and the person following you is not a proper operative, but a car jacker or stalker. Whenever you stop behind another vehicle, be sure that you have enough room to be able to pull around that vehicle and get away. Of course, your doors are always locked as soon as you get in the car.

One Last Counter Measure
Your next move is to safely make a U-turn and exit the highway or to continue on to the next exit and get off the highway.  Another method is to pull into a cul-de-sac which usually will pull your surveillant into a position where you will be side by side and possibly eye to eye which leaves no where for the operative to take cover. You can stay in this position until the tail leaves which they almost certainly will be anxious to do before you do.
One method for confirming your tail, is to enter a parking garage and driving all the way to the top floor and then without stopping come down and exit the parking garage. At some point you may end up side by side and they will know they have been burned.
Your Next Move
Something else you should avoid doing, especially at night is traveling down a deserted, remote road to ditch a tail. If it happens not be an operative (who is not going to harm you) you could find that you just made it easy for your stalker to hurt you. If you have a legitimate surveillance going against you, always remain where there are lots of cars, trucks, buses and people. If you can blend in you can dump them. They may come back, but now you know what you're doing and you can burn them and dump them again.
