Your First Suspicion

At your first suspicion that you may be being stalked call the police and do not hesitate. If the local law enforcement can not or will not help then find a local private investigator who specializes in protective services and listen to what they advise. Let them provide protection as well as counter surveillance.
Should you arm yourself? Only if you are prepared to use force and are willing to be trained and practice.  Self defense classes are always a good idea both for the training workout and the self confidence. Remember this is not a game, take serious counter measures, use all means to protect yourself.
We've looked at the stakeout type of surveillance and now we'll take a look at mobile surveillance, how to spot it and how to counter it. It does not really matter what time of day or from what location you depart as to how the surveillance operatives will react. If you are walking chances are the surveillant will walk also, but a vehicle is not out of the question if they think they can follow without being caught in traffic or spotted.
For this discussion we'll assume you are being followed by someone on foot. Being cautious, you first look for anything out of the ordinary as has become your new habit. You don't see any obvious surveillant and you step out on to the sidewalk. Walking about fifty feet you stop, turn very quickly and look to see if anyone behind you stops and attempts to look in another direction.
Casually, you resume walking and continue to do so until you feel like checking again and you do so. If you see surprised behavior again by the same person you can be reasonably certain that you do have a tail and you can act accordingly.
If the person looking at you thinks he's been burned then they might cross the street and continue walking across from you or even slightly ahead of you for a time.  A surveillant could also be looking at you in a rear view mirror mounted in a pair of sunglasses.  These do exist and actually work very well. I know this for a fact because I have used them myself.
If this is a serious surveillance you might have more than one operative and they might be behind, beside and ahead of you. They might form a tag team and each follow for a distance and switch off. This much effort is rare unless large sums of money, important court decisions or law enforcement  are involved.
